Twenty-First Century Water Commission Act of 2008

While at the Alabama State Section Conference in Orange Beach, Alabama (AWESOME meeting!) a kind and astute gentleman brought to my attention another bill before Congress called the Twenty-First Century Water Commission Act of 2008. The stated purpose “To establish the Twenty-First Century Water Commission to study and develop recommendations for a comprehensive water strategy to address future water needs.” A very similar bill (HR 135) was before the House (Rep. Linder) last year, and the current Senate version (S. 2728), introduced by Senator Isakson, was last acted upon August 22, 2008. The Senate bill has been “Placed on Senate Legislative Calendar”; the House bill was “Placed on the Union Calendar, Calendar No. 429″ on June 4, 2008 and will be presented to the House if the majority party approves.
A quick review of the two bills shows them to be somewhat different, but both seem to identify the need to understand the multitude of water policies in effect in the US with the purpose of making comprehensive management recommendations to recognize water (even floodwater!) as the precious substance it is. I thought it would be interesting to blog readers to hear your thoughts about the two versions, and it would be helpful to hear from various areas of the United States. Does passage of this legislation get us closer to a National Water Vision? I am pleased that the Congress is addressing a very important water resource need, and trust that perhaps water resources professionals who read AWRA’s blog will contribute thoughtful and experienced input to potentially stimulate and encourage them in the process. I have found that policy makers are eager to entertain technical input from professionals in the water resources fields.
